CONDITIONS IMPROVING. DR. MORRISON'S OPTIMISTIC _---— VIEW. ALARMIST REPORTS DEPRECATEDBy TeloEraph-Press Aesociation-CopyrisM (Rec. August 2,1, 10.15 p.m.) London, August 23. Dr. 0. E. Morrison, Peking correspondent of "The Times," who was recently appointed political adviser to (lie Chinese Government, in a letter to "The Times"' speaks optimistically of tho outlook in China. Conditions everywhere aro improving, and Dr. Morrison deprecates tho circulation of alarmist reports forecasting trouble between north and south. The President, Yuan-Sluh-Kai, looked forward with pleasure to Dr. Sun Yat Sen's visit to Peking, and was arranging to give him every honour. Tho relations between Tuan-Shih-Kai andJliß Vice-President of the Republic, Li-Yuan-Hung, were most cordial. The two executed Hupeh generals had secured many followers in AVuchang, and if executed there Li-Yuan-Hung's difficulties would bo increased, and therefore tho conspirators had been excuted in Peking. Tho Advisory Council consisted of men of tho highest intelligence, and it was mischievously absurd, to say that the Lungmenhui party were, seeking civil war. The statement that Tang-Yao-Shi. had tied from Peking was untrao and disgraceful. IMPEACHMENT OF MINISTERS. DECISION OP THE PAETIES. (Rec. August 2i, 0.50 a.m.) • London, August 23. Tho "Daily Hail's" Peking correspondent states that at a meeting of all the political parties it was decided to proceed with the impeachment of the Premier and the War Minister. Tho opinion in Tientsin is that Dr. Sun Yat Sen is foolhardy in. proceeding to the capital.
