Tho Government lies granted the bnlk of the Albanian demands, including educational freedom, tho recognition of the Albanian language in tho schools, and tho organisation of communes, and a general amnesty. Tho Government has declined to impeach tho Cabinets of Hakki Pasha and Said Pasha. Alidhanish Bey has succeeded Hilmi Pasha in tho Cabinet. KOCHANA MASSACRE. THE MILITARY BLAMED. Constantinople, August 22. A Commission of Inquiry finds that the military were responsible for the recent massacre at Kocha.in. Steps are to be taken towards their punishment.
