9 SHIPOWNERS AND REFORMS By Telegraph—Press Association—Copyriclit Sydney, August 22. The Australian Steamship Owners' Federation, in a letter to Mr. Tuilur, Federal for Trades and Customs, points out that, provision in tho Naviga- 1 lion Bill, now before the House, will involve an extra outlay of ,£lll,OOO per annum for sliips now on the coast, and that in addition thereto ship-owners' liability for sick and injured seamen will be greatly augmented, and the carrying capacity of vessels largely reduced, oil account of the extra accommodation to ho provided for tho crews. The ship-owners state that they have no desire to oppose anything reasonable for the safety and comfort of the workers or tho travelling pnblie, but simply ask that vessels of whatever nationality engaged in the coasting trado shall comply with the provisions of the Act and pay the wages ruling on Australian vessel", so as to prevent unfair competition. AN OFFICER'S DISMISSAL. THREAT TO PREVENT SHIP'FROM SAILING. London, August 21. Owing to the unexplained dismissal of Mr. ICiely, chief olliccr of the Canadian Pacific Railroad Company's steamer Mount Royal, the National Vnion of Masters and Mates demand his veinstatement, besides an increase in officers' pay, othorwise they will prevent tho vessel sailing to-morrow. Officers of the same company's steamer Montreal will not sign on unless the matter is settled. (Kec. August 22, 11.35 p.m.) London, August 22.
