Tho memorial, will ask both parties to confer to give a permanent policy, such a form as will secure general adhesion, and adds that if. international relations' 'indicate the existence of an urgent situation, Canada should give immediate evidence of lier hesponsibilities in a notable and adequate manner. Canada's motive is not to render acute tension between Britain and any Power, but to show her, .practical .belief..that.(in effective navy iihplies the preservation! of tho' world's peace and demonstrates strength of tho Empire's overseas .resources.
