ULSTERMEN'S COVENANTPLEDGE BY 500,000 MEN FORECASTED, TO DEFY IRISH PARLIAMENT. By Telearapß—Press Association-Copyright (Eec. August 22, 3.15 p.m.) London, August_22. "Tlio Times" forecasts that the Ulstermen, at a meeting to be held in Belfast on September 28, will enter into a solemn covenant not to acknowledge an Irish Parliament, (ind not to obey its laws or pay its taxes. It is expected that the covenanters will number half a million. There is reason to believe that the leaders will announce a draft constitution, whioh. they will set lip contingent on the passing of tho Home Kule Bill. . ■ ."The Times" adds that the stories of an armed rising, current in Liberal circles, are untrue. '
