GARNISHEE AMENDMENT DEFEATED. By Telegraph—Press Association—Copyright Melbourne, August 17. The Senate rejected an amendment inserted by (he Houso of Representatives, in the Defence Amending Bill, providing that a pecuniary penalty be deemed a debt to the Commonwealth, and recoverable in a Civil Court. Senators objected to the Commonwealth having power" to garnishee, the wages of defaulting cadets. The House discussed the Senate's action. The debate was adjourned.
