LORD HALDANE AND THE KAISER.
The Lord Chancellor, Lord Haldane, has paid a. high tribute to the (Serman Emperor. Speaking at the dinner of the German Hospital in London, ho said :— "The German Emperor was something more than Emperor. Ho was a great man. He was gifted from tho gods with the highest gift they could give, and to express that ho must use the German word 'Geist.' He was a guide in the highest degree. Ho was a true leader of his people—a leader in spirit as well as in deed. Ho had guided them through nearly a quarter of a century, and had preserved unbroken peace. "In ©very direction his activities had been remarkable, He had given his country a splendid fleet, which wo, who knew something about fleets, admired. Ho had preserved tho traditions of the greatest army the world had ever seen; and in the arts of peace ho had been equally great. He had been a leader of his people in education and in great social institutions."
