GREAT CANAL SCHEME.
LINKING-UP GERMAN RIVERS. By Telegraph—Press Association— Oop.'ilEht London, August 15. Mr. Francis Koenig, British ConsulGoneral for Westphalia and tho Rhenish provinces, reports that the German Government is building a network;of canals to cope with tho increasing railway traffic. All the rivers running south and north into the Baltic and tho North Sea' will be joined by a large canal cast and west, connecting tho Rhino with Emdon. The Rhine is' also to bo made navigable to Basol, while tho Moselle, Saar, and Lahn are to be deepened and canalised. This policy is duo to tho success of the Dortmund-Ems Canal. The traffic has quadrupled in ten years, without lessening the income of the ' State railways. Negotiations aro proceeding with tho Netherlands, Switzerland, and Austria regarding' the proposed heavy dues on river traffic.
