The committee emphasises the primary importance of taking every precaution to provide for stability and seaworthiness and also tho buoyancy of a vessel after a casualty, ,the provision of efficient means of communication, and the adoption of tho principle that the carrying capacity of tho boats provided bo on a tonnage scale, and that additional collapsible and approved lifo rafts be supplied sufficient to accommodate all on board. The report recommends that two efficient hands be available for each boat, and that an adequate provision. of life jackets be made. Moderate speed at night time in the vicinity of ice is recommended. Tho report makes no recommendation as to the provision of searchlights, or of binoculars for tho use of the look-out men.
