CADETS AND DRILLS. (Rec. August 16, 10.10 p.m.) Melbourne, August IG. The House of Representatives has carried tho second reading of an amending Defence Bill, which has already passed the Senate. The Bill provides for fining cadets 2s. for every hour over ten missed from drills. The maximum fine is £o. Lost tinje is to bo made up, if the soheme is adopted.
