A scheme- had now been proposed,' under which the city of Wellington and neigh-' touring boroughs should raise, the necessary money from tho Governmental order to acquire this beautiful reserve. A question had cropped up as to tho ,legalitv of local bodies jointly pledging themselves lor the repayment of tho loan.
