The Speaker (Mr. Champ Clark) ruled that a majority of two-thirds of thoso voting could pass tho measure over the VGiO, The opponents of the Bill contended tlmt only hvo-thirds of the whole reprosentahon of the House was competent to pass a measure in tho face of tho veto.
