— IMERICAN • PATROL INEFFECTIVE. By Telegraph—Press Aesociatlon-Copyriffht New-York, August 14. Advices from El Paso, Texas, state that Mr. Edwards, sheriff at Colquitt, on the Mexican border, has telegraphed that the United States army patrol is inadequate to deal with the Mexican raiders.
