CONDITIONS OF SUCCESSDOMINIONS & FOREIGN POLICY. AN IMPORTANT SUGGESTION. By Telegraph—Press Association—Copyright (Rec. August 9, 11.10 p.m.) London, August 9. Lord Eslicr, in a preface to a lecture on the Committee of Imperial Defence which ho delivered at the United Service Institution in. March last, states that if tho function and potentialities of the Committee were clearly grasped, tho' problem of Imperial dqfonce would not be insoluble. Two conditions wore essential to ifa solution. Tho first was that flicro should t/9 no concealment of policy or intentions between tho British Prime Minister and the Prime Ministers of the Dominions. Tho second was that no now departure in foreign, policy involving Imperial interests should bo taken without the approval of tho Dominions. Lord Esher suggests annual or triennial visits of the Prime Ministers to England in July, with a series of meetings of the Committee of Defence. The Dominion Prime Ministers between ! tho conferences should be kept informed of the courso of events by the British Prime Minister and fhe Committee's secretariat.
