UNIONISTS WIN MANCHESTER SEAT By Tel«irrapn—Press Association—Oop^rielit London, August 8. Tho by-election for the North-west Manchester seat, rendered vacant by tho resignation of Sir G. Kemp (Liberal) resulted in the return of Sir John Scurrah Randies. The voting was: Sir J. Randies (U.), 5573; Mr. Hewart (L.), 4371. The North-West Manchester constituency has been tho scene of some eventful contests. It was consistently Conservative up to 1906, in which year Jlr. Winston Churchill carried the .day for the Liberals by 1200 odd votes, defeating Mr. Joynson Hicks. Two years later Mr. Churchill, on his elevation to Ministerial rank, as President of the Board of Trade, was obliged to re-submit himself to his constituents, and was defeated by Mr. Hicks by something under 500 votes. In 1910 Sir George Kemp defeated Mr. Hicks by 783 votes, and at the last general election the late member defcatcr Mr. Bonar Law, now Leader of this Opposition, by a margin of 445.

INSUBANCE ACT DISLIKED. By Telegraph—Press Association—Copyrischl (Rec. August 9, 10.10 p.m.) London, August 9. The North-West Manchester by-election was fought on the Home Rule and Disestablishment questions, the Liberals having failed to confine the issue to Tariff Reform. The defeat of the Liberal candidate was primarily duo to the dislike of the Insurance Act, particularly among the clerk class. The business section of the constituency also disliked Mr. LloydUeorge's iinanc*. Six hundred cars brought in voters from the holiday resorts. A correspondent of "Tho Times" suggests the adoption of New Zealand's system of absent voters' permits. .
