Keuter's Washington correspondent status that the Senate, by ,U vote to 11, exempted coasting vessels from Panama Canal tolls. The voto is interpreted as foreshadowing the freedom of all American vessels. , There are indications that the- Senate' will not agree to the arbitration proposals. Washington, August 8. The Senato refused last night, by ii votes to 11, to strike out of the Panama Canal Bill the provision exempting American ships from payment of toll on going through the canal. Senator Cummins said the question, was not one for arbitration. Should diplomacy fail war would be the final arbiter. An amondment requiring owners of coastwise vessels to exempt the Governiment from liabilities in cases of damage was defeated. Another amendment providing that American-owned vessels built abroad should bo entitled to registration as belonging to the .coastwise trade was defeated. EXEMPTION OF OCEAN STEAMERS. MUST BE AVAILABLE FOR WAR USE. (Rec. August 9, 10.10 p.m.) Washington, August 9. The Senato has exempted from Canal tolls all ocean-going vessels registered 'in America, provided tho owners permit them to bo used by the United States in war time. THE NATIONAL HONOUR. SOLD FOR A MESS OF TOLLS. (Rec. August 0, 10.10 p.m.) New York, August 9. The "Evening Post" declares that the Senate's vote is a greater disgrace than a naval defeat would be; The Senate, it declares, is willing to sell the national birthright of good faith and fair dealing for a mess of tolls.
