The latest papers from China report that chaos is supremo there. The Chinese are firmly opposed to the appointment of foreign financial advisers. They hold that China must have a money scheme by patriotic subscriptions. The result has been a miserable fiasco. The Treasury is empty, industries are largely paralysed, and internal divisions have arisen. China is in (he tightest fix in her history.
