Poincare (tho French Premier) Ims gone to St. Petersburg, in order to negotiate for tho extension of tho Military Convention of 1802 to the Navy. Tho "Debats" states that France and Russia are socking to prevent a Continental coalition from wresting the mastery of tho seas from Great Britain, for on that depends the efficioncy of Britain's aid to her Continental allies in war time. Vienna, August 5. The "Keichpost" states that the Convention refers to the Black Sea Fleet, and its eventual action in the Eastern Mediterranean. England appears to be reconciled to having other Powers established on the flank of the Suez Canal, and if bo, Austria must establish a naval base on tho Aegean Sea.
