CRITICISM'BY HON. G. FOWLDS. (By Correspondent.) ; Auckland, August' 4. Referring to the appointment of the lion. Tlios. Mackenzie as High Commissioner, the Eon. G. Powlds told a reporter that he regarded it as a confession of political bankruptcy oil tho part of the l'riluo Minister and his party that they hail not n. man' within- their own ranks capable of undertakinp tho position of High Commissioner. Tho question, he says, very.naturally arises as to whether, , tho appointment .has been made because of special fitness,for the office, or in the hopo of getting two additional vote tor the Gwermheat'bjr'achange in the representation of;Efenwni-t. Thoso who know , Mr. Massoy's opinion of JLr. Mackenzie would havo ino difficulty in coming to a definite conclusion' on this , aspect of Iho ■ situation, and, to his mind, it was not a very good start for.the Reform Ministry.-
