MEDICAL CONGRESS ADDRESS. By Telegraph—Press Association—Oooyrieril (Rec. July 26, 1,0 0,m.) London, July 25. Sir James Barr, President of the Medical Association, in speaking at the Medical Congress, said doctors must not rest content with the treatment of disease, but must instil into the public the value of higher intellectual and physical health. The time was ripe for dealing with mental weaklings, and for an attempt to abolish the present decadence.
MR. BALFOUR ON EUGENICS, (Rec. July. .26, 1.0 a.m.) London, July 25. Tho Eugenics Congress has opened, Mr. A. J.' Balfour, in speaking at a banquet to tho congress delegates, said they had to convince the public that tho study of eugenics was a most pressing necessity. Tho task was tho most difficult test scionoe had ever undertaken.
