M. nughes, in moving the second reading of a Bill to amend the Royal Commissions' Act by giving stronger powers, said Iho Act had proved most incft'cctive. The Sugar Commission had been flouted and defied. Tho powers of tho Commonwealth had been found utterly futile to compel tho attendauco of witnesses.
