The latter would naturally bo equal treatment. Summarising the opinion of tho press from east to west, arbitration is the commonest suggestion. The British protest was received sympathetically. It is pointed out that tho whole business is partially duo to the manoeuvring of tho shipping subsidy clique. Tho same arguments lio against the differential tolls, as those that have hitherto defeated tile cliques' efforts to obtain subventions.
