"The main causo of this," said a member of tho board to a Dominion reporter, "is the husband who bolts, leaving his wife and children to take pot luck, and Income a burden on tho State. . That's tho tort of mitn tho law should deal with, for not only is,ho acting the scoundrel, but lie is leaving his kith- and kin to others to look after. We havo a good number of women on our books, whoso husbands havo cleared out without any intention of ever coming back. It's a cruel shame."
