"The Times," commenting on tho re- • sumption yesterday by the American Senate of the consideration of the Panama Canal Bill, says: "The Bill's fate will be doubtless largely, perhaps mainly, determined by domestic considerations such as are particularly active in a year of the Presidential election; but, even if the proposals are adopted, which wo cannot regard as reasonable or just, wo must resort to international arbitration.

Senator Root declares that the discrimination in the Panama Bill is an unjustifiable breach of faith, and will abrogate the Hay-Pauncefote treaty. The Haguo tribunal will probably compel the refund of tolls, and it is impossiblo to calculate the debt this would impose on the United States.
