The Blue Rook containing Sir Roger Casement's report specifically charges the agents of many I'eruviaii and Amazon companies of wholesale unpunished atrocities ami the flogging of British West Indians and native Indians engaged in collecting rubber. The outrages include the cutting off of the ears, arms, and legs of women and children, and leaving them lo die; pouring kero.-ene over and incinerating men and women, and other unthinkable cruelties. Sir Edward Grey's demand that Peru should put drastic measures into force has been resultless, beyond promises; hence the publicity of the report.
