Tho Governor's Speech will bo delivered to-morrow. Mr. W.' D. Armstrong, member for Lockyer, was re-elected Speaker. Hobart, July 2. The State Parliament has opened. The main features of tho Governor's Speech were proposals for tlio amendment of tho Electoral Act; a promise of liberal assistance for milling development; the relaxation of the income tax, especially on lower incomes; and tho raising of the school age from 13 to I t years.
