Lord Halclarie, presiding at tho German Hospital dinner, paid the Kaiser was a true leader of hi , : people in education and social questions, and preserved the peace. He had given Germany u splendid fleet, which Britain, a country which knew about fleets, admired. Germany and England had latterly heen much lijce each other in commerce and oilier practical activities, hence there was a certain degree of rivalry. He wanted that rivalry to lie stingless. The Kaiser, ho know, shared the same convictions.
