Some Americans propose that there should be compliance with tho letter of the HayPauncefoto treaty, providing for the' entiro equality of all nations using the Canal, but suggest the payment of a subsidy equivalent to the tolls on American ships. The "Manchester Guardian" remarks:— Although scrupulous Americans denounce tho last-named policy as a discreditable evasion of an international obligation, it seems to us that rebates would be less injurious to foreigners than direct exemption, inasmuch as the subsidies payable come from the American Treasury, and would bo a burden on the American taxpayer, not on foreign shipping and commerce.
