.'AMERICAN COASTAL SHIPPING. REBATE ON DIRECT EXEMPTION. By Telegraph—Press Association—Copyricht (R«c. June 30, 5.5 p.m.) London, June 29. The newspapers are beginning to discuss l .he United States Congress resolution to exempt American coastal vessels from Panama dues, and Canada's consequent threat to retaliate against American shipping in Canada's waterways. Some Americans propose that there should be compliance with tho letter of the HayPauncefoto treaty, providing for the' entiro equality of all nations using the Canal, but suggest the payment of a subsidy equivalent to the tolls on American ships. The "Manchester Guardian" remarks:— Although scrupulous Americans denounce tho last-named policy as a discreditable evasion of an international obligation, it seems to us that rebates would be less injurious to foreigners than direct exemption, inasmuch as the subsidies payable come from the American Treasury, and would bo a burden on the American taxpayer, not on foreign shipping and commerce.
