ULSTER AMENDMENT LOST.

There was a heated debate in the House of Commons yesterday on Mr. Agar-Rob-nrtes's amendment to the Ilome Rule Bill excluding the counties ot Antrim, Down, Armagh, and Londonderry from the operation of the measure.

Mr. Birrell, Chief Secretary for Ireland, said it was absurd to suppose that the Government regarded lightly tho possibility of civil war, but ho did not believe that any Ulsterman thought his life ■and liberty were in danger. Mr. Bouar Law, Leader of the Opposition, said tho Government dared not employ troops to expel Ulstermen from tho Union. A Government giving such an order .would risk being lynched in London.

The amendment was rejected, the Toting being:—

For the amendment 251 Against the amendment 320 Majority against GO Four Liberal members—Mr. D. V. Pirio (Aberdeen), Sir Clifford Cory (Cornwall), Mr. Munro-Ferguson (Leith Burghs), and Mr. W. H. Cowan (Aberdeenshire) voted for the amendment.

Thirteen members of the Labour party were absent.
