LIFE-BOAT REGULATIONS.
OFFICIAL ACCEPTS THE BLAME

London, Juno IG. The Commission appointed under the presidency of Lord Mersey to inquire on behalf of the Board of Trade into tho Titanic disaster, continued iis examination of witnesses yesterday.
Captain A. F. Young, Professional Adviser to the Marine Department of (he Board of Trade, made an additional statement. He said that he alone was responsible for tho Marine Department's supposed delay in issuing new regulations increasing the number of boats to be carried on ships. The delay had not been unreasonable owing to the importance of experiments being made regarding stability and safety of vessels.
