Ismail Kemare Bey, Deputy for Berat, in Albania, has presented to the Turkish authorities and the foreign consuls at Uskub a memorandum demanding autonomy f«T Albania under an international guarantee. The memorandum adds that the Albaniens will henceforth neithar pay taxes nor furnish recruits for the Turkish Army.
