The AVclliiißton City /Council ailvispd iluit they would recommend at (he Municipal Association (in inncmlment in the present Act empowering borough and city councils to make by-laws for lite regulation of picture shows. Tho Public Health Department wrote in regard to tlie height of studs in dwellings. The Department recommended that the by-law should, provide that (for one-story "buildings and lower story buildings of mors than one- story) the ceilings of rooms therein should not be less than ten feet in height throughout an area of not loss than two-thirds of the floor space. Also, that, for tho upper story, a similar' provision shall apply, except that a height of Sit bo substituted for 10ft.
The engineer reported that a certain case-over which the council had been deliberating had been'settled, and the builder had consented to build as suggested by the' Health Department. Mr. S. Jacobs applied for permission to erect a fethpr post outside his home iu Pretoria Street.—Declined.
Mr. Jacobs also wrote stating that heunderstood that an exemption in regnrd to drainage was. allowed to ratepayers H-lto have installed a wptio tank.—Engineer to report." ~,,,. . ,'" Jlr. De Posa, complained of the slate of Witakiko Road.-Held over till annual inspection. ■ . . ,_...' ■An olfcr was received from the 1 sre Brigade Supply Co. to purchase the Hntt Brigade's manual engine for £50 cash.—Decided to accept .£6O for engine. Mr. Laing-Meason asked that a fence be erected to protect his property from a deep drain between Middlcmarsh nnd Willougliby Knight Estate.-Applicatiou declined. A deputation of 30 residents m the vicinity of ,-BeHvue Gardens waited upon tho council to nsk if something could not bo done to the footpaths in the public highway. Mr. Leighton, who bonded the deputation, stated that it was impossible for children, and even adults, to walk on the footpaths on account of the loose metal placed on these footpaths. Motor traffic would not a'llow- walking on the road, and even then the road • was sloppy.
Mr. Evans also spoke in protest. Mr. lumipthorue explained that the council was tliero to do as much as could be .'clone for ratepayers. The engineer said (hat the paths were no worse than others, and were really not to-bad as sqnio people niftdo cut. A voice: "You ought to walk on them yourself." Continuing, the engineer saM that, as time went, oh, the gravel would fcc trodden down, iind was a preliminary to tarring and sanding. Councillor Hawthorn thought (hat sand should be spread on the gravel, as it was very bad. • i Councillor Ball agreed with the deputation. He had tried to walk on the gravely but hail given it up in despair, und taken to the road. Councillor Stevenson thought that the deputation were on the right track. The council should make tho roads workable. I Councillor Clendon said that the road ! round Bollevue was dangerous, and should ' be seen to. Councillor Hawthorn moved:— That the engineer be instructed to relieve theisituation, and make the footpath walkable. — Carried. • . ... The Gisborne Borough Council asked for co-operation in tho following motion:— "That a circular letter be simt io all city and borough councils on Ihe subject ot the insufficiency of hotel license lecst, with :>. view to petitioning I'arlianiont on such cour.se as is'thereafter considered advisable."—Keeeived. The report from the Works Committee relating to borough improvements was "''l'nV Works Committee further reported linviiiß- considered a susge.-tion by Jlr. Havwavd. They were of opinum that it would not be to tho council's ml van lap to assist him in putting down a party wall foundation. Neither should Jr. Hay word bo allowed to encroach en the council's land.—Adopted. ■V Special Committee set up to frame a now bv-law in regard to tho speed .of motor-cars brought down the following recommendations:— . 1. That the speed of all motors along Hie whole length of the lintt Koad, EnilWiiv Avenue, and Main Slr.eijl should be iiniited to a rate or rates to be fixed l»y tho council. " 'that the* speed should be limited on the following streets to'la miles per hour; -i'n) The whole length of Waterloo Koad; {10 Woburn Road, Ludlain Crescent, ami time portion of White's Line irom the cro?s roads to tho Hack Waiwetu Koad; (c) Western Hutt Itoad; (d) Tania .street 3 That tho speed around all street corners bo limited to 8 miles per hour. 4 That the speed across and within 100 vanU of tho Hutt Uridgo on cither smo of L river, and also across Allen's Brid-e, be limited to 6 miles per huir. 5. That suitable sections of the abwo streets bo measured nnd marked oil in order that tho* rate of speed may be ascertained as occasion may be neccssai-j. \fter some discussion the recommendations were referred back to the -nmmittee for amendment. ■
