"The Times" Tangier correspondent reports that the French have been compelled to withdraw tho Edict fining the town of "Fez a million francs for the massacre of French subjects. The situation is critical. The whole country between Fez and the Algerian frontier is in firms. Berbers to the south of Fez will, attack Sefru, and it is oxpectcd they will attack the capital. The sentiment is entirely autiFrench, not anti-European.
