(By Telegraph—Special Correspondent,) Wanganui, May IS. Owing 10 the Mayor of Wanganui being unable to attend the conference regarding the Local Government Bill in Wellington, his place, as one of the delegates from this dista'ict, is to be taken by Mr. E. N. Liffiton, ex-Mayor.
Casuals of the 7th Regiment who wero unable to attend the training camp earlier in the year, went into camp for ten days last night. There are 170 officers. and inen under canvas, these representing tho district, from Levin to Waitotara, and from tho sea to Mount Ruapelm. In consequence of the heavy rain last night and to-day it has not been possible to do any work vet, and this morning was spent in •fitting" out tho newly-joined men with equipment. The camp is being held at Smithfield, which is a fine dry spot about two miles from town. Lieutenant-Colonel Hughes is in command. Councillors C. W. Poynton and A. S. Burgess have resigned from the Wanganui Borough Council for business reasons. HAIR. FACE. AND HANDS.
