(First Lord of the Admiralty) said that -it was his duty to again ask Parliament for men, money, ami materials, anil if the additional Estimates were not so large as soma hoped, or as others feared, the Government hoped to convince Parliament that what was asked was necessary and sufficient. It was essential that the fleet should bo concentrated in the- decisive theatre of European waters, thus creating a new want, and affording a new opportunity for the overseas Dominions. We could, if the need arose, dispatch strong squadrons to aid the Dominions which were menaced or attacked, but our main development during the next decade must he growth which must be effective, and with the overseas' naval force we would then bo able to make a true division of labour —the Motherland to maintain supremacy at tho decisive point, while the daughter States guard and\ patrol the rest of the Empire. , MEETING GERMAN COMPETITION. London, May 15. In the House, of Commons, the Right Hon. Winston Churchill, First Lord of the Admiralty, announced that, in view of Germany's extra naval expenditure creating a condition not ftreseen in his recent speech, he would ask for a Supplementary Estimate for the British Navy.
