A Liberal Home Rule Committee has drafted an amendment giving the Irish Parliament more adequate powera to alter the Constitution, which proposes that after eight years tho Irish Parliament shall be entitled to constitute a Senato as it thinks fit. Mr. Redmond has received a message from the Polish party of the Russian Duma, congratulating him on tho passage of tho Home Rule Bill, the second reading of which was carried the other day.
