AN UNDEMOCRATIC BILL- > AUCKLAND CONDEMNATION. j (Er Telegraph.—Special Correspondeot.) : Auckland. May 10. ! So far the Locnl Government Bill, which , was promised so many sessions aud was hurriedly rushed out last session efter i the adverse vote against the Government ; at the elections, has only met with unani. ; iiious condemnation here. Not ono locnl body appears lo find a single clause worthy of praise. Indeed, ih<s general , feeling is to bo against taking the measure seriously, and it is regarded by the ~ average citizen as nnoiher of those frantic efforts marie by the Inst Administration j in its death-bed "repentance, j The chairman of tho Mount Boskill Bead Board, Mr, Hafc'ley, seems to have examined the Bill more thoroughly than . others who have spoken, and he stated at \ a meeting last evening that o Local Gov- • eminent l3ill had been promised for a long ■ time, and ho believed such to bo neces- ' sary, but now that it had arrived there ■ could bo no two opinions about it being a wonderful production. The necessity ■ j for such a Bill was obvious, but in its J present form it could not bo taken seriously. It would have been moro in keeping with its contents lied it been named tho Local Government Board Centralisation Bill. In hia opinion tho most important machinery c.fauso in tho Bill mis that for the establishment of Provincial Councils for the purpose of carrying on J local government Bubiact to tho Locnl | Government Board, which latter hoard is i to consist of tho Minister for Internal Affairs, tho Tfmler-Secretary of -Internal < Affairs, Hie tinder-Secretary of Crown i Lands, the Umler-Secretary of Public i Works, and such other persons (not ,to i exceed three) as the Governor may tlunk l fit to appoint. The power of the Local i Government Board appeared to Iμ ai>so- j Into, and tho word "local" should wad ( "Wellington." ilo spoko of tho uutlcmo- ( cwitic provision for tho election of mem- < !>era of tho Provincial Councils, and t Showed that the power to rate up to 3d. •■ in the £ on capital value meant four , shillings in the pound on tho rental value, ( which was power with a vengeance. lie ] objected fo the excessive power given to i an official, the Inspcctor-Geiwralof Hos- , pitals, who had the power to orner orec- c tion of .buildings for winch the electors , would be compelled to pay. This power , was given bv Section 125, wlncii provided , I that it was "the duty of cycrv Provincial c I Council to provide and maintain hospitals v and make such other provision, as tho Inspector-Gcneral considers requisite-., in any part of tho province. Tho education , provisions were also condemned by tho speaker. t THE MAIN BOADS. s d At yesterday's meeting of th* Makara i: County Council, the chairman (Councillor t. Haegerty) made a statement of tho pro- li ceodin"s of tho recent meeting to nloct t: delegates to the Local Government Con- n ference. Councillor F. T. Jfoorc niovejl: R "That this council is in fisvour of the ), Main Road being taken over by a Pro- 0 viucial Council, as proposed in the J-pcnl i Government Bill." This was seconded by i, Councillor Eastwood, and carried. tl -—»■«••—»>•—— a a KBAUr TO HBUVIS p Aw hour of the day at "Dnetin's, Ltd." jl Quiot, qniok, clean, and moderate.
