Tuan-shih-kai, President of the Republic, addressing the Advisory Council, emphasised the necessity of strengthening the relations with foreign nations, the roform of land taxation, mining regulations, currency, the introduction of a uniform system of weights and measures, tho employment of foreign experts to deal with finance, nud agriculture. The Government was negotiating with the Powers to increase tho Customs, also for a reduction of the export duties, anil tho abolition of the Likin.
