MR. SMITH IS NOT A POLITICIAN, and is not interested in the Parliamentary votes of the City electors, hence is freo from all suspicion of acting so :i? to secure the favours of any particular class or party. ' MR. SMITH'S LONG ACQUAINTANCE WITH THU NEEDS AND ASPIRATIONS OF OUR CITY peculiarly fit him for carrying out a progressive and cautious policy. MR.
