He said the exodus was not likely to begin in earnest for some years, not, "in fact, till China has settled down properly after the recent great disturbances. China has great possibilities, hoexplained, in spite of its huge population. It is very rich in minerals and in natural productiveness. Under the Republic ho expected factories to bo started, and a general process of development to take place. .Largo numbers of Chinese, finding life in 'their own country hard, had been forced to emigrate to other parts of the world, but they preferred thoir own country, and it would not bo long after tho opportunities were available before they would all, or nearly all, go home again and stay there.
