9 MONGOLIA REFUSES TO JOIN. By Telegraph—Press Association—Copyright St. Petersburg, April 9. Replying to the invitation by General Yuan-Shih-Kai, President of the Chinese Republic, to Mongolia to join the Republic, the Chepstun Dampa. Ktituchtu, stated that Mongolian independence had been proclaimed. He slights that the Mongolian question should be submitted to the Powers interested. PARLIAMENT IN OCTOBER. Peking, April 9. A Parliament will he inaugurated before October next. Deputies will be elected for four years and Senators for six years. •The Choptsun Dampa Kutuchtu is a high dignntory of the Lamaile Church who has his headquarters at Urga, in Mongolia. He was proclaimed autocratic monarch of Mongolia on December 29 last.
