Through the capsizing of a launch two children of a French Legation official, their English governess, and two nuTses were drowned. i The loss of life is attributed to the absence of landing: facilities. It is said the jealousy o£ tho Poweis is Tendering the harbour a death-trap. Steamers calling at Tangier anchor in tho open roads, and passengers aro conveyed to the pier in open boats. When the 6ea is rough a blue flag is hoisted on the pier, and the boatmen charge double fares. In stormy weather a yellow flag is hoisted, and a bargain must be made provided landing is at all possible.
