There aro to bo sweeping tariff changes. Canada and the AVest Indies are .to institute reciprocity on a most extensive scale. The West Indian delegates believe' that a now era has been opened for their products, which will enable them to bo lnrgoly independent of the 'United States martots. Arrangements for improved cable and shipping communication are now pending. It is hoped that Jamaica will now enter into negotiations. Hitherto that colony feared United States reprisals if it mado a trade agreement with Canada. Ottawa, April 5. Speaking at a banquet to the delegates to the conference, Mr. E. L. Borden, the Prime Minister of Canada, said the greatest problem was closer relations between the units of the Empire. Sir Wilfrid Laurier, Leader of the Opposition, stated that all Canadian parties were desirous of promoting unity of the Empire.
