HON. G. W. RUSSELL.

„ a . LOCAL GOVERNMENT BILL AND SECOND BALLOT. (By Tolcgraph.-Press Association.) Christchurch, April 7. Interviewed here last night, uie Hon. G. W. Russell, Minister of the Interior, said he was making a thorough'study of the Local Government Bill, and would arrange a conference of local bodies' delegates to discuss it in good time. He had asked the Electoral Department for a brief report on tho electoral systems, including proportional representation, with a view to finding a satisfactory substitute for the second ballot. Ho had lately inspected the Dominion Museum and the specimens belonging to it, and hud been amazed at the enormous number of exhibits for which there was no room. Cases of specimens had not seen the daylight since 1805. Steps would have to be taken immediately to house the collection adequately and safely.
