He explains that his action is timely, because some of the loaders of the federation have been ndvising the men not to resume. Mr. V. Hartshorn, a Glamorgan Labour leader, speaking at Macsteg, Wales, said that if the men returned to work they would not surrender, but rely on a tost of what they had won.
