RIOTOUS DATS IN ILLINOIS. By Telegraph—Press Aesociation-Copyright New York, March 28. Martial law has been proclaimed <it Eock Island, Illinois, where there has been serious rioting, following a squabble between the Mayor' and tho editor of a local paper. All public gatherings havo been suppressed. A dynamite outrage is feared. Two persons were fatally injured as the result of a police charge. .
