March 29, 10.10 p.m.) London, March 23. The Washington correspondent of "Tho Times" states that Mr. Eoosovelt is exasperated by tho number of State conventions declaring overwhelmingly against him. Ho says ho is fighting against tho representatives of tho powers of pillage, and has hinted that if he is defeated at tho Republican Convention, he may head a now party and stand for tho Presidency as its candidate.
