GERMANY'S DISTRUST.
HANDS ACROSS THE NORTH SEA. Sir Frank Lascelles, formerly, British Ambassador at Berlin, in moving'at a recent meeting in Glasgow a resolution urging thy Government to manifest in its intercourse with the German Government the undoubtedly friendly feeling existing in Britain, said the suspicion and distrust which prevailed both in Germany :and (.treat Britain wero duo in a largo measure to misunderstanding and misrepresentation. For many years past public opinion in Germany hud been taught to louk upon Great Britain as the enemy who was coustantly striving to thwart their designs in all parts.of the world. During tho recent Morocco crisis nearly tho whole of the German Army, or nt nil events tho great majority of the officers, wero convinced of the imminence and inevitableness of war. This belief existed also on this side of the North Sea, but the danger niiflht be relegated to a remote fu-tiir-s if each nation waited to be attacked by the other. There was no ground of quarrel between the two nations. An increasing number of peoplo in this country wero seriously desirous of developing the most friendly relations between the two nations, but he greatly feared that in the present temper of the' German peoplo their efforts would not have much effect. What wa3 needed now was patience.
