KAISER STAYS IN BERLIN. By Teleeraph—Pree3 Association—Copyright Berlin, March 20. The Kaiser dined at the French Embassy, for the second time sinco 1870. He intended lo leave to-day for Corfu, but suddenly postponed his departure, owing to rumours due to the resignation of Ilerr Wermuth, the Imperial Treasurer, which it is alleged marks a Ministerial crisis, possibly involving Hcrr von Bethmann-Hollweg, the Imperial Chancellor.
