WELLINGTON RUGBY UNION-
[ MANAGEMENT COMMITTEE. A meeting of tho Management Coimnit.teo of tho Wellington Rugby Union was held last night. There wero present: Messrs. E. O. Hales (chairman), W. Hnrdhnni, E. Little, W. Perry, 1". C. Atkinson, E. Dawson, W. P. 'Hornig, D. Weir, A. J. Wilson, 11. Urquhart, aud N. O. Talbot (secretary). It was decided to so amend the rules of tho union as to bring sixth-class players into the insurance scheme. Draft rules were submitted, and provisionally adopted for the control of tho Wellington Rugby Referees' Association, under the new scheme for the appointment of referees as decided upon by the annual meeting of delegates. A copy of the rules are to be forwarded to the association.
Tho Appointment Board for the selection of referees is to consist of a member of tho Management Committee, who shall bo chairman, a member of the Referees' Association, and a representative of tho players.
It was decided that members of the committee should be supplied with badges to wear on playing days. REFEREES' ANNUAL REPORT. ' MUTUAL AGREEMENTS. Tho annual report of tho Wellington Rugby Referees' Association, to bo presented at the general meeting to-morrow night, shows that the'association is in a healthy state, financially and otherwise. During the year twelve new members were elected, and there aro now 52 active and 31 non-activo members on the roll. In referring to the matter of the clubs mutually agreeing upon referees, the report says that the deputation, which wailed on the Rugby Union during the year, left the meeting with the conviction that they would not receive the concessions they desired, and subsequent events have proved this to be correct. "It is not the desire of the executive officers to discuss at this stago the i evolutions passed at the annual meeting.of the Rugby Union," coiriinues tho report. ■ 'As regards the relation's of this :iS''ociation and its members to that brdy, opportunity will be given at an early'imetmg for the whole matter to bo thoroughly discussed, and, for the present, members are asked to await events. As regards mutual agreements, the ..association is of the opinion that it is not in its best interests that certain clubs should use the power given them under the bylaws of the Rugby Union, while '-thers 7 are. prepared to stand by the appointments as made by the Appointment Boaid.' "Some day a history will be written in connection with these 'mutual agreements' and the baneful influence they have exorcised on the playiing of the game of Rugby football in Wellington. As referees, the members of this association get nothing in money or in kind for their efforts-in controlling the game, and the claim is made that they should be Heard on a matter that affects the, advancement of every individual member. The iissociation is of the opinion that- to allow certain clubs to mutually agree on a referee is not in its best interests, and tre firmly of opinion that while such a condition of things exists the iinprovem.'iit in the standard of referees is '.hardly likely to be as rapid as when the 'issocii.tion is allowed to manage its own er'airs, csprcilally as regards its own members, in its own nay. , •
"The future of the association is tixli .'as to cause your..executive, officers {,'iavo 'concern. It is oiily . j'n -'. Hie" nature of things that in a bod.;,- like the association there should be differences of opinion, but the club influence should never l.c allowed to protrude--itself into the c«v. eminent of the association, or into the feeling of members. If members lwike up their minds to be loyal to each other and to the resolutions of the assjjintion, the present heavy clouds will assuredly pass away, and an association of referees will result with its main object the advancement of the game of Rugby football and of the individual members, b.tch a body, it is claimed, the Wellington Referees' Association lias been, in tho past and, if allowed to work out its own destiny, will be again so in the future."

They had had;rather bail luck, in that many of the team' froo, uentlv could not play on account of sickness and business. Financially, the year had lieen a success, and the prospects for the coming season were vcrv bright. The committee thought that "they'had made a mistake in not having a junior team, as ,it is. better to be able to draw the seniors from the juniors. Last Vear Ihtv had boon fourth on the list, with 2:1 points. It was hoped thev would do still better this season. Members would do a little move traihitig. The credit balance was .£1 17=.
